Project Overview:
The Northridge Corridor Improvement Project is a comprehensive infrastructure initiative aimed at modernizing a critical urban arterial road to enhance safety, mobility, and connectivity for all users—motorists, cyclists, pedestrians, and public transit riders. The existing two-lane road, originally constructed in 1978, no longer meets current traffic demands or design standards and has deteriorated significantly.

Scope of Work Includes:

  1. Roadway Reconstruction & Widening:

    • Expand from 2 lanes to 4 lanes (2 in each direction), with dedicated left-turn bays at major intersections.
    • Full-depth asphalt pavement reconstruction with reinforced subbase for 30-year design life.
    • Installation of modern curb-and-gutter system with ADA-compliant ramps at all crosswalks.
  2. Drainage & Utility Upgrades:

    • Replacement of undersized stormwater culverts and installation of new bioswales and retention basins to mitigate flooding and improve water quality.
    • Relocation and upgrading of aging water, sewer, and fiber-optic lines in coordination with municipal utilities.
  3. Active Transportation Infrastructure:

    • Addition of 6-foot buffered bike lanes on both sides.
    • Construction of 8-foot-wide multi-use sidewalks with pedestrian lighting and landscaping.
    • Installation of 5 new pedestrian-activated crosswalks with countdown signals.
  4. Intelligent Transportation Systems (ITS):

    • Adaptive traffic signal system at 8 intersections.
    • Real-time traffic monitoring via embedded sensors and CCTV cameras.
    • Integration with the City’s Smart Mobility Platform for optimized traffic flow.
  5. Environmental & Aesthetic Enhancements:

    • Native tree planting (250+ trees) and drought-tolerant landscaping.
    • Noise barrier walls (1,200 linear feet) along residential sections.
    • Stormwater treatment wetlands to support local biodiversity.

The current Northridge Avenue roadway is functionally obsolete—narrow, outdated, and in poor condition. Traffic volumes have increased by over 70% since 1990, leading to congestion, safety concerns (especially at unsignalized crossings), and frequent flooding during storms. This project aligns with the City’s 2040 Mobility & Equity Plan to improve multimodal access and infrastructure resilience.

RDOT conducted a full right-of-way (ROW) assessment in 2024. Only 6 residential parcels (all commercial-adjacent) require minor easements for drainage or sidewalk realignment.
